Battling the Corn Leafhopper Emergency: Argentina’s Proactive Approach to Agricultural Crisis Management

Project proposal to declare agricultural emergency in response to severe corn pest outbreak.

In response to the rapid spread of the corn leafhopper, a deadly insect vector of the Spiroplasma kunkeli bacteria, several provinces in Argentina are facing an agricultural emergency. The project, introduced by National deputies Luis Picat and Martin Ardohain, aims to declare an emergency in provinces such as Santiago del Estero, Chaco, Catamarca, Tucumán, Salta, Córdoba, Santa Fe, Entre Ríos, and La Pampa.

The agricultural emergency has three stages. The first stage involves tax benefits such as income tax payment. The second stage uses satellite images to determine the affected areas. The third stage exempts or postpones rural real estate tax based on each province’s agreement.

To minimize the impact of the pest, the project calls for cooperation between the National Government and affected provincial governments. They recommend that the Ministry of Agriculture, Livestock
